The Department of Human Services of Douglas County Government, hereinafter referred to as the County, respectfully requests Statements of Qualifications (SOQ) from responsible and qualified vendors and other professional services firms. The SOQ received from all firms will be evaluated for inclusion on the County’s Preferred Vendor List for a duration of two (2) years starting June 1, 2021 through June 30, 2023.
Firms responding to this RFQ will be evaluated based on the criteria noted in Section G. below; will be short-listed for each area of work based on their SOQ; and selected as needed for a Public Contract for Services, when appropriate, during the term. Disadvantaged Business Enterprises (DBE) and Emerging Small Businesses (ESB) are encouraged to submit a SOQ for consideration for the Consultant Short List established for the various Divisions mentioned below that may be of interest to your firm.
The number of short-listed vendors detailed in Exhibit B of this document will vary based on the number of qualified submittals received, and the number of vendors needed to accommodate the need. The County would like to have no less than three (3) firms per area. Selection to be included on the County’s Preferred Vendor List does not guarantee selection or a subsequent Public Contract for Services (when appropriate) during the term.
Historically, the Department released various Requests for Application or Proposal when a specific need arose and attached to a specific funding stream. The decision to modify our approach and release this RFQ is intended to: 1) streamline the vendor identification and selection process across the Department regardless of funding stream, 2) establish a preferred vendor list, and 3) speed up the process of purchasing good/services and contracting based off of the preferred vendor list.
