Summary of Specifications:
The Human Resources Department of Douglas County Government, hereinafter referred to as the County, respectfully requests proposals from responsible and qualified firms for the provision of services related to Pre-Employment & Department of Transportation (DOT) Screening, Controlled Substance Screening & Alcohol Testing, Educational Training, and to ensure compliance with Department of Transportation (DOT) and Department of Health and Human Services (DHHS) Controlled Substance and Alcohol Regulations, as specified. Douglas County currently employs approximately one-thousand and fifty (1,050) individuals; 10% of those individuals fall into the DOT Controlled Substance and Alcohol Testing pool. The other percentage would be tested under non-DOT regulations.
The implementation of these services will be handled in two different phases. Phase 1 and Phase 2 could be awarded to the same vendor. Phase 1 (ASAP) will include ~ Pre-employment drug screening (non-DOT); post accident drug/alcohol tests; reasonable suspicion drug/alcohol testing; DOT pre-employment drug tests (collection site) and physicals; bi-annual DOT physicals; random DOT drug/alcohol tests when needed for diluted results or other situations (collection site); and Medical Review Officer services.
