The Human Resources Department of Douglas County Government, hereinafter referred to as the County, respectfully requests proposals from responsible and qualified firms for the provision of services related to Pre-Employment & Department of Transportation (DOT) Services and, Controlled Substance & Alcohol Screening, Educational Training, and to ensure compliance with Department of Transportation (DOT) and Department of Health and Human Services (DHHS) Controlled Substance and Alcohol Regulations, as specified. Douglas County currently employs approximately one-thousand, five hundred (1,500) individuals; about 10% of those individuals fall into the DOT Controlled Substance and Alcohol Testing pool. The other percentage would be tested under non-DOT regulations.
Third Party Administrator services will include facilitation of and consolidated billing for: pre-employment drug testing (non-DOT and DOT); post-accident drug and alcohol testing; reasonable suspicion drug and alcohol testing; DOT physicals; Medical Review Officer (MRO) services; FMCSA Clearinghouse reporting services; Substance Abuse Professional (SAP) referrals; quarterly, on-site DOT random drug and alcohol testing; off-site DOT random drug and alcohol testing in the event on-site testing could not be conducted; DOT education and training services; and implementation of oral fluid testing, policies, and procedures, when available for DOT regulated employees.
