Summary of Specifications:
El Paso County Public Services Department (County) is seeking proposals from qualified, experienced professional engineering firms to provide Civil Engineering Planning and Design Services for the Monument Hill Road Safety Improvements Project (Monument Hill Road Design). This project is being funded through the Pikes Peak Regional Transportation Authority (PPRTA).
The successful firm shall enter into a Services Contract with the County to provide the services outlined herein. The services requested in this RFP primarily include project coordination, project management, conceptual and preliminary design. Optional / Additional services include final design, property acquisition and design support during the construction phase. Each task, as identified in this RFP, will only begin once directed by the County Project Manager.
El Paso County has complete oversight of the project. The selected proposer (Consultant or Contractor) shall be responsible for compliance with procedures contained in the latest version of the American Association of State Highway Transportation Officials (AASHTO) manual, CDOT Construction Manual, or the El Paso County Engineering Criteria Manual (ECM), whichever is more strict, and it shall comply with the Pikes Peak Asphalt Paving Specifications, Drainage Criteria Manual, applicable CDOT publications, and requirements of the Americans With Disabilities Act (ADA), and applicable federal, state, and local regulations and standards.
