19-085 - Construction of the Fountain Creek at Willow Springs Pond Project

El Paso County Department of Public Works (County) is seeking bids from qualified, licensed, and experienced contractors to provide all labor, materials, and equipment necessary for the Fountain Creek at Willow Springs Pond Project (Project). This Project is funded by Federal Funds (Federal Disaster FEMA-DR-4229-CO) and El Paso County. The Project is exempt from Davis-Bacon requirements and does not have Colorado Department of Transportation (CDOT) oversight.
 
Funding for the Project is provided by the Federal Emergency Management Agency (FEMA) as a result of the May and June 2015 floods and associated July 16, 2015 Major Disaster Declaration (Federal Disaster FEMA-DR-4229-CO). All work is subject to FEMA audit.
 
The successful bidder (Contractor) shall enter into a Firm-Fixed Unit Price Construction Contract (Contract) with the County to provide the services outlined herein.  The construction services (Work) requested in this IFB primarily includes but is not limited to: repairing and enhancing previously damaged Fountain Creek embankment and restoring damaged multi-use trail. All of the construction will be within County owned property or within easements /right-of-entry obtained by the County.
 
FEMA developed Project Worksheet (PW) #192 after the disaster event to describe the damages, scope of work for repairs, and cost estimate. Subsequently, FEMA approved a scope change and provided Version 1 of the PW.  This IFB package provides clarification and detailed explanation of the scope of the FEMA PWs and provides the requirements of the construction contract.  FEMA PW #192 Version 1 is NOT included.  Completed construction work will meet the descriptions of this IFB package and will be performed within the footprint described.
