The El Paso County Community Services Department, Park Operations Division, (County) is seeking best-value proposals from qualified, experienced consultants to provide design services for the design of two restrooms within Fox Run Regional Park. The two restrooms are located in the Oak Meadows and Pine Meadows area of the park. The Oak Meadows restroom has been closed since 2020, the Pine Meadows restroom is open. The existing on-site wastewater treatment system (OWTS) for each restroom will be abandoned and replaced with a new on-site wastewater treatment system.
The Consultant shall provide the services outlined herein, and as depicted in this RFP. The scope of work requested in this RFP is primarily design of the restrooms, OWTS, ADA parking, and construction support services. The Work shall not begin until issuance of the Notice to Proceed. Each task, as identified in this RFP, shall only begin once directed by the County Project Manager.
The project involves renovation of the two restrooms to provide flushable fixtures, OWTS, and ADA compliance. The existing composting waste systems will be removed, and existing leach field abandoned. A new OWTS and leach field will be required. New internal plumbing and fixtures will also be required to convert the restrooms. An ADA compliant parking pad and sidewalk will be added in front of the Oak Meadows restroom. Construction will occur as a separate project in the future after design is complete.
