El Paso County is soliciting responses from qualified Consultants to evaluate and update the El Paso County Land Development Code. This work will include evaluation and update of all zoning and subdivision regulations and procedures for the unincorporated areas of El Paso County, while complementing newer, incorporated City and Town codes within the County.
El Paso County (EPC) has a population of over 750,000 and is expected to increase in population by more than 250,000 in the next thirty (30) years. EPC is vast, covering 2100 miles of thriving downtowns, family-friendly suburbs, and vast, rural expanses. The County is home to eight (8) municipalities, each contributing to the community’s geographic, economic, and social diversity.
There is a strong military presence, being home to Fort Carson, Peterson Air Force Base, Schriver Space Force Base, Cheyenne Mountain Space Force Station, and the United States Air Force
Academy. Tech, military, and aerospace converge in EPC with more than 250 companies providing advanced technologies in national defense, global positioning systems, cybersecurity, and satellite communications. EPC and Colorado Springs is also the permanent home of the U.S. Space Command and the U.S. Space Force Space Operations Command.
The current version of the Code was written and adopted in 2007. There have been several updates completed by staff, but never a third-party review and update of the Land Development Code based on national best practices and current development trends. Along with the need for updating current development practices, the County Master Plan was adopted in 2021 and its time to review the Code as an implementation tool.
