RECOMMENDED PRE-PROPOSAL CONFERENCE AND SITE VISIT. An optional pre-proposal conference and site visit shall be held on Thursday, December 5, at 1:00 P.M. at the Garfield County Road & Bridge Facility, located at 298 County Road 333A, Building A, Rifle, CO 81650. From there we will lead any interested proposers to CR 215 for a brief site visit. The Purpose of this optional conference/site visit is to give perspective offerors a forum to meet with and ask questions of Garfield County personnel to help prepare their respective proposals.

Offerors are cautioned that in no event shall failure to familiarize themselves with the requirements of this solicitation or to resolve ambiguous or inconsistent terms or conditions of this solicitation or proposed contract constitute grounds for a claim of any kind after contract award.

Garfield County will accept either physical or electronic proposal submissions. For physical proposal submissions, it is the responsibility of each proposer to ensure that an original and three (3) copies and a digital version of its Proposal is received at the designated location at or before the closing time for the receipt of proposals in response to this RFP. Any proposals received after the scheduled closing time will not be accepted or considered for a contract award and will be returned unopened to the proposer. Proposals shall be delivered to the Garfield County Procurement Department, 810 Pitkin Avenue, Glenwood Springs, Colorado 81601. For electronic proposal submissions, all proposals must be submitted via the Rocky Mountain E-Purchasing System (RMEPS) at www.bidnetdirect.com/colorado. It is the responsibility of the vendor to ensure that electronic proposals are submitted prior to proposal closing time. Electronic proposals shall be uploaded as a single PDF file.
