NOTICE TO ENVIRONMENTAL CONSULTANTS

The Green Mountain Water and Sanitation District (GMWSD) is hereby soliciting Statement of Qualifications from consultants for an environmental analysis of a potential development (“Development”) within the District boundaries, located in Lakewood, Colorado.
The Development would consist of approximately 59 acres of mixed-use commercial/multi-family residential at the southeast quadrant of the West Sixth Avenue and Union Blvd intersection. The property was included in the larger Denver Ordnance Plan plant during World War II, 1941-1945, which was subsequently converted to the Denver Federal Center operated by the General Services Administration (GSA). The property is currently and, since 1997, has been subject to a Compliance Order between the Colorado Department of Public Health and Environment (CDPHE) and the GSA.
The scope of services for this environmental analysis would may include, but not limited to:
1. A summary of the soil and groundwater contaminants known to exist in and adjacent to the
Development, and the effect on water/wastewater infrastructure and GMWSD personnel.
2. A summary of past, current, and potential future efforts to mitigate soil contamination
concerns, with an emphasis on how it would affect a public water and wastewater distribution
utility.
3. A matrix of local, state, and federal agencies which will have regulatory roles and permitting
authority for the development of the subject property; with specificity regarding the permit
process(es).
It is anticipated the will not necessarily include field work, sampling, or laboratory analysis. Therefore,
the deliverable would consist of a “desktop” study and a presentation to the GMWSD Board of
Directors.
A qualification-based selection process will be utilized to select a consultant. Fee information will not be
considered in the selection process and shall not be submitted with the Statement. Fees will be
negotiated based on final, agreed up scope of service schedule, and funds become available. The
agreement(s) between the District and the selected consultant will be subject to applicable Federal
Rules and Regulations.
Consultants will be rated by a selection committee according to the following selection criteria and the
weight given to each:
1. Capability to perform all aspects of the projects (25%);
2. Relevant experience and of key personnel (25%);
3. Knowledge of local, state, and federal remediation policies, and procedures (25%);
4. Recent experience with comparable projects at (25%).
GMWSD intends to short list up to three (3) of the highest rated firms based on the submittals and
conduct phone, informal, and/or formal interviews.
Statements shall be concise and contain no more than twelve (12) pages of material (six sheets of paper,
double sided). This excludes the front and back covers, the two-page cover letter (1 sheet of paper,
double sided), table of contents, section dividers, and resumes. Consultants must submit six (6) hard
copies of their Statement and a PDF of their Statement (submitted via email) to the following person:

All statements must be received by 3:00 p.m. on November 15, 2023. Statements received after this
deadline will not be considered. GMWSD reserves the right to reject any and/or all Statements.
Submittals will become property of the Sponsor.
Statements are to be provided in a package marked with “Environmental Statement of Qualifications”
and the sender’s name and address. Please make the email subject line: “Water/Wastewater Statement
of Qualifications” and request delivery/read receipts to confirm it was received on time.
