The District is seeking proposals from qualified medical carriers to enhance its current offerings and meet evolving needs. Currently, the District provides its members with a choice between Kaiser Permanente, a fully-insured arrangement which offers one DHMO plan ($1,500 deductible) and two HDHP plans ($2,500 and $4,000 deductible); and the Aetna Whole Health Front Range network, a self-funded arrangement which offers one DHMO plan ($1,500 deductible) and one HDHP plan ($4,000 deductible). The plan year runs from July 1 through June 30, with annual open enrollment held in May.

A pre-proposal conference will be held as specified in the Tentative RFP and Project Timeline via Microsoft Teams, web conference. While attendance is not mandatory, all potential proposers are strongly encouraged to attend. This conference reviews the RFP requirements, answers questions, and provides needed clarifications. Any oral responses given at the pre-proposal conference are not binding. All questions and answers will be issued in writing to all prospective offerors after the conference. Only written amendments can modify the terms of this RFP.
All pre-proposal attendees should RSVP to be added to the event. The meeting information and attendance link will be provided in response to the RSVP.
