Description

The purpose of this Request for Information (RFI) is to obtain recreation ideas/options/concepts for both Carter Lake and Horsetooth Reservoir.

Carter Lake and Horsetooth Reservoir each currently have “License for Marina Operations” in place with two (2) different providers, please see Exhibit A - License for Marina Operations-Carter Lake and Exhibit B - License for Marina Operations-Horsetooth Reservoir. Each exhibit provides site description, provider roles and responsibilities, operations, processes and procedures, safety, and etc.

The goal of this RFI is to solicit input on recreation ideas/concepts for both of these locations. As stated, both locations have a marina and concessions contract in place now; however, we are looking for ideas to assist in determining the best use and/or if there are recommended improvements to the existing operations.

Please submit your response addressing each of the following items in the order as outlined below. All parts of the submittal should be combined and submitted as one (1) single .pdf file; submittals comprised of multiple separate files are not acceptable and your submittal may be rejected.

Provide, in as much detail as possible, your recreation ideas/concepts for either or both Carter Lake and Horsetooth Reservoir (including any improvements on existing operations).
Description of your past experience providing similar services you are recommending.
1. Provide any customer feedback or comments that you have received about your idea/concept in the past.
2. Provide estimated cost to install/provide your idea/concept.
  1. Especially any cost the County would have to pay.
3. Will new construction be required? If so, where is the location of the needed construction?
4. Provide what the expected initial term of License with the County would need to be.
5. Provide what you would recommend the License Fee be for your idea/concept to be successful.
6. Provide what you are to provide and what you expect the County to provide.
7. Provide anything else you can think of to better educate us on your idea/concept, we are actively looking of your input and ideas.
Provide any comments, observations, or suggestions which may assist Larimer County in drafting an RFP for this service in the future.
