Consultant: A professional service outside of the agency that provides technical assistance and consultation for CDBO certification and until project is complete.A CBDO may be designated as a subrecipient by the grantee and proved  assistance to complete and fulfill reports, CDBG recipients (states or entitlement units of general local government) may also provide grants or loans to CBDOs to carry out the following types:

• Neighborhood revitalization;
• Community economic development; and
• Energy conservation.

Developing local partner housing development capacity in CDBG non-entitlement communities via hiring capacity-building consultants/contractors to assist local nonprofit organizations through the process of becoming certified as a Community-Based Development Organization (CBDO) as defined at 24 CFR § 570.204(c). Anticipated costs of technical assistance consultant in relation to anticipated new affordable unit production o In lieu of new affordable unit production, the consultant costs may be related to the scope of the staff/board building needed to bring the entity into CBDO eligible “condition” such as:

• The cost to fundraise a staff position.
• The cost of board recruitment.
• The cost to conduct a study of available property in the community where the future CBDO might develop a project.
• Program Coordination.
•  Program Monitoring, Evaluation.
•  Program Planning and Organization. 
•  Inter-Agency (State and County) Coordination.
• Completing Reports and learning State/Federal data reporting systems.
