The Pueblo West Metropolitan District (District) is requesting proposals from qualified consultants to conduct a comprehensive water and wastewater rate study. The intent of the study is to independently assess and evaluate the District’s existing water and wastewater rates and provide a fair and reasonable rate structure that will adequately fund each utility’s operating and capital improvement needs. The results of this study and the proposed rate design will provide the water and wastewater rates for the next three (3) years: 2022, 2023, 2024.
The study will be based on a comprehensive review of the District’s water and wastewater enterprise funds’ historical statements of revenue and expense, current rates, current year budgets, customer counts and classes, historical usage data, Water and Wastewater Master Plans, capital improvement plans, future planned growth of the District, and any other information deemed necessary. Time is of the essence. The District intends to utilize the rate study for the 2022 fiscal year which will be budgeted in late summer 2021.
Statewide
