Separate sealed bids for the Arkansas Valley Conduit Avondale and Boone Delivery Lines generally consisting of 6,692 lineal feet (LF) of 6-inch C900R18 PVC water mains; 13,384 LF of 2-inch HDPE SDR11 communication piping; 1,020 LF of 8-inch HDPE DR9 directionally drilled water main underneath the Arkansas River; 1,020 LF of 8-inch HDPE DR9 directional drilled casing pipe for communications underneath the Arkansas River; 2,040 LF of 2-inch diameter HDPE SDR 11 directional drilled communication piping contained within the 8-inch directional drilled piping; 40 LF of 6-inch HDPE SRD11 directional drilled underneath Avondale Blvd; 80 LF of 2-inch HDPE SDR 11 directional drilled underneath Avondale Blvd; 220 LF of 12-inch steel casing pipe bore and jacking underneath US Highway 50 with 6-inch C900 DR11 water main carrier pipe; 440 LF of 2-inch HDPE SDR11 communication pipe within 12-inch steel casing pipe; nine (9) handholds; six (6) 6-inch and one (1) 4-inch valves; one (1) 2-inch blow off assembly; one (1) 4-inch blow off assembly; 4,000 lineal feet of Class B bedding; 18 locking mini tracer wire test boxes; 31 carsonite marker posts; 2 air release valve manhole assemblies; submit and obtain approved stormwater management plan and erosion and sediment control plan; non-irrigated grass seeding on disturbed areas; mobilization and demobilization, together with appurtenances and incidentals of construction until 3:00 pm Mountain Time on the 22nd day of June, 2023 at GMS, Inc., 611 N. Weber Street, Suite 300, Colorado Springs, CO at which time and place all bids will be publicly opened and read aloud.

Copies of the CONTRACT DOCUMENTS may be obtained at the office of GMS, Inc. located at 611 N. Weber Street, Ste 300, Colorado Springs, CO 80903 upon payment of $180.00 for each hard copy or $40.00 for an electronic copy.
A certified check or bank draft, payable to the order of the Southeastern Colorado Water Activities Enterprise (Owner) negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with the Bid.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Bidders shall note that funding for this project is being made available through the Pueblo County ARPA federal stimulus funds. The requirements associated with this funding source include, but are not limited to, provisions for Davis-Bacon wages that set forth the minimum salaries and wages within the contract documents that must be paid on the project. The current applicable Davis-Bacon Wage Decisions are the PRIMARY Heavy Decision Number CO20230002, 05/12/2023, Modification Number 3, dated 05/12/2023; and the SECONDARY Highway Decision Number CO20230008, 02/24/2022, Modification Number 1, dated 02/24/2023.
Any planholder returning the hard copy of the CONTRACT DOCUMENTS in good condition within 30 days of bid opening will be refunded $30.00. No refund for electronic copy.
