RFP No. SW-2020-03 East Plum Creek Reach 5 Phs II - RFP No. SW-2020-03 East Plum Creek Reach 5 Phase II Stabilization Project

The Town of Castle Rock (Town) is seeking a Consultant Team to provide engineering design and
permitting services for the East Plum Creek (EPC) Reach 5 Phase II Stabilization Project. This
project includes channel improvements along EPC, east of I-25 between the Plum Creek Water
Purification Facility (PCWPF) and the Town’s Central Service Center, from approximately 800’
downstream of the existing pedestrian crossing to the Town limits approximately 700’ upstream of the
crossing (approximate Master Plan stationing: 270+00 to 285+00) (see Attachment 1 for Site Map).
Channel stabilization is key for long-term protection of critical water and sewer infrastructure. Funding
partners include Castle Rock Water Stormwater and Water Resources Divisions.
The CR-1 Diversion consists of an existing 24-inch HDPE pipe crossing EPC with a screened section in
the middle of the stream that allows surface water to flow into the pipe, and then into an adjacent pump
station wet well. This surface water is then pumped through approximately 1,300 linear feet of 12-inch
pipe to the existing raw water transmission pipeline that feeds PCWPF. The CR-1 Diversion was
designed to capture up to 3.7 million gallons per day of renewable water from EPC.
The sanitary sewer interceptor is an existing 24-inch PVC pipe crossing EPC with a concrete
encasement and concrete cutoff wall. This interceptor was originally designed approximately 5-6 feet
below the channel invert; however, degradation has occurred in this area and the concrete encasement
is now partially exposed.
Expertise for this project is solicited in surveying, geotechnical investigation, alternative analysis,
natural stream drainage design, construction drawings, temporary erosion and sediment control,
hydraulic modeling, technical specifications, construction cost estimation, ecological mitigation,
environmental permitting, and subsurface utility engineering certification.
