PWD2017 - 2017 Sanitary Sewer Easement Consultant

The location described below is a residential development established in the 1960s.  It was discovered in 2007 there was no legal utility easement or Town ROW documented or recorded for the existing north-south sewer line serving private properties between Mobile Street and Paddock Street bounded on the south by County Road 13 and on the north by Elm Street. Currently the Town must request permission from private property owners to access the line for any maintenance or repair. The Town has had the line located using a camera and locating device and had those locations recorded by surveying the flagged locations.  Using that camera video and surveyed flag locations, the successful firm will assist the Town in defining the optimum easement dimensions to sufficiently allow Public Works (and/or contractors) to maintain the existing sewer line as well as provide access for other existing utilities within that area.  If additional locating or survey data is needed, the successful firm will be responsible for obtaining that information.  The desired easement width is a minimum of 20 feet.  The successful firm will assist the Town by negotiating
 
easements with private property owners including negotiating the relocation of any fences, buildings or other obstructions to the negotiated easement.  The successful firm will be responsible for providing any legal descriptions necessary in obtaining easements as well as any survey work necessary to develop the required legal descriptions.  There are 38 properties that are potentially involved in this project.
 
For proposal purposes we will assume this process will be a six (6) month duration.
