Summary of Specifications:
The Town of Mancos wishes to amend its Land Use Code with three new elements and will be accepting proposals from qualified consultants for this project.
The new elements are: l. Provide new language that would permit two family and multi-family residences, in the form of condominiums, town houses or other types of ownership, on the first or second floors of buildings in the Commercial District. 2. Provide new language to create setbacks along the Mancos River and Chicken Creek that may at a future date contain bicycle & pedestrian paths. 3. Provide new language to permit commercial and residential solar panel installations in various zoning districts. a. Develop criteria for maximum size installations for each district. b. Develop other design criteria, such as screening etc.
Project Process after consultant is chosen: 1. Meet with the Planning Commission to exchange -project concepts and develop a general understanding of the project on October 17, 2012. 2. Present draft deliverables and meet with the Planning Commission on November 21, 2012. 3. Final presentation to the Planning Commission on December 19, 2012. A telephone conference call will be acceptable when meeting with the Planning Commission.
Deliverables Land Use Code language that staff, Planning Commission and legal counsel can adapt into the code format and present to the Board of Trustees for final approval.
The proposal should include: 1. Qualifications of the firm or individual making the proposal as they relate to a similar project. 2. Three references of past clients. 3. Estimated cost. These three items will form the basis of the proposal evaluation and subsequent award.
