Summary of Specifications:
The Town of Mead is soliciting proposals from Contractors for services associated with land application of treated sludge (biosolids) generated by the Mead wastewater treatment plant (WWTP). The services include loading, hauling, and disposal of biosolids and keeping records and reports as required by state and federal regulations. The Town shall choose a Contractor based on an evaluation of proposals as described in this Request for Proposal (RFP). The selected Contractor shall have the opportunity to enter into a one (1) year contract with the Town, renewable for up to three (3) additional consecutive one (1) year terms upon mutual agreement of the parties. The Mead WWTP produced 1,048,920 gallons of sludge in 2014. The total solids content was 1.41% yielding approximately 130,131 lbs of dry sludge. The sludge is treated by aerobic digestion at the WWTP. Digestion utilizes bacteria to metabolize and stabilize the sludge. After digestion is complete, the treated sludge, biosolids, meets federal and state requirements for disposal on agricultural land. The digested biosolids have a solids content between one and four percent and are hauled and can be disposed of in either liquid or solids form.
