PD-23-001 - RFQ - Town of Erie Fiscal Impact Analysis of Land Uses

The Town of Erie, Colorado is amid a major revision to their Comprehensive Plan and Transportation & Mobility Plan. The revision to the Comprehensive Plan is primarily staff-led, while the Transportation & Mobility Plan revisions are being led by a consulting firm. For the Comprehensive Plan revision, staff will create a series of potential alternative buildout scenarios including the following factors: land use, transportation network, water demands, parks, trails, and open spaces. This request for qualifications is for a fiscal impact analysis of land uses in Erie’s Planning Area Boundary to support and inform the alternative buildout scenarios. The analysis will project municipal costs and revenues associated with the alternative buildout scenarios and a final preferred scenario. The consultant should provide the Town with a fiscal impact model that can incorporate data inputs and assumptions specific to Erie.
