TOW-IT- 2024-01 - Fiber Optic Internet Services

The Town of Windsor, Colorado is seeking information from interested Vendors through a Request for Quote (RFQ) process to purchase dedicated, synchronous, 1GB or higher fiber-optic internet service for Town internal services.

1. Scope
   1. Dedicated internet service to service address 200 11th Street, Windsor Colorado 80501
   2. Must include synchronous, fiber optic connectivity
   3. Minimum acceptable speeds of 1GB download and 1GB upload
   4. Minimum of 16 public static IP addresses, with the ability to purchase more IP addresses.
   5. Cost quote for each additional public IP address
   6. Itemize any additional software, service, or hardware costs for providing services to the Town of Windsor.
2. Vendors interested in responding to this request must submit their quote no later than 4:00 p.m. on June 3, 2024. Any quotes after that time may not be considered. All quotes must be electronically emailed to jgaona@windsorgov.com, facsimile quotes will not be accepted. All quotes must contain the following:
   1. The Town requests that the vendor provide service options pricing for increasing bandwidth and to provide any additional discounts costs for multi-year contract options.
   2. Vendor will submit a draft of their proposed agreement or any other required agreements between the Town and the vendor to provide requested services. References submittals will be accepted to aid in the selection process.
   3. Any Service Level Agreements (SLAs) included in your service (meantime for repairs, performance benchmarks, etc.)
   4. A completed response to the “RFQ – Internet Services” form (below)
   5. Proof of vendor insurance
3. Only one quote from any individual, firm, partnership, or corporation, under the same or different names, will be considered.
4. Town reserves the right to not select any vendor to move forward.
5. All costs related to the preparation of a response and any related activities are the sole responsibility of the responding Vendor. The Town shall assume no liability for any costs incurred by responding Vendors throughout the RFQ process.
6. All items submitted by interested Vendors may be subject to Colorado Open Records Act (CORA) requests, unless proprietary and confidential information has been identified by the Vendor. All proprietary and confidential Vendor information should be clearly marked prior to submittal to Windsor. Please note, we are not seeking this type of info, but rather a high-level overview.
7. Vendors responding to this Request for Quote shall be licensed to do business in the State of Colorado.
8. A local review committee under the direction of the Information Technology Manager will review the quotes based on the following criteria:
   1. Expertise and experience
   2. Service standards
   3. Scope
   4. Price
   5. Supporting documents
9. It is anticipated that vendor will be selected by June 17, 2024, 4 pm MDT and a contract will be signed by the second quarter of the year.
