Weld County seeks to purchase high spatial resolution (~ 6”) true color ortho imagery and associated oblique perspectives covering approximately 4,000 contiguous square miles in Weld County. The imagery referenced in the bid must be collected in calendar year 2022, targeting snow-off and leaf-off conditions in the spring. Responses documenting high-quality products with faster processing / delivery dates are preferred. The initial proposed collection area is constituted by the “County Boundary open data” layer, which may be downloaded from our Open Data site at https://gishub.weldgov.com/. If the vendor optionally wishes to propose prioritized areas for higher resolution or other options to this bid, please use the parcel, municipal city limits, or other potentially relevant datasets as the starting place for your proposal. These, and additional datasets, can be downloaded from the open data site referenced above.
The orthophotography product must be deliverable as georeferenced flat files (jp2 or similar) that IT staff at Weld County will use to generate a locally hosted image service published through ESRI ArcGIS Server for use in web mapping and desktop applications. Weld County intends to own this product outright in perpetuity, and will display the imagery on our public websites, and intends to share the imagery with other regional governmental entities. The projection of the files should be verified with Weld County prior to final delivery.
Weld County understands that the oblique products will likely be licensed separately from the orthophotography requirements stated above. Vendor hosted image services are not required but may add value to the proposal if the SLA of the services can guarantee greater than 99.5% uptime, 24x7x365 support, and documented ability to support many concurrent users without noticeable latency. Vendors are encouraged to completely describe their licensing options for oblique imagery, and include options that enable the display of oblique imagery to internal employees only, and separately to the public. While not required, oblique interoperability with Weld County’s existing vendors / technology solutions (CAMA, Public Safety / Dispatch, Permitting, GIS) is an added benefit, and should be noted specifically.
To be considered fully qualified, in addition to completing all tabs of the vendor qualification and pricing sheets, vendors must completely describe the following core products and costs as part of their core RFP submission:
- Orthophotography for ~4,000 Square Miles at approximately 6” resolution, collected in the spring of 2022, post-snow melt but pre-leaf set in Weld County, Colorado. This imagery should be delivered as a flat-file corrected product, owned outright by Weld County, with dissemination rights, as described herein.
- Oblique Imagery for ~4,000 Square Miles for the same coverage area, collected coincident with the Orthophotography described above. This imagery is not expected to be delivered as a flat-file corrected product, and Weld County understands that this product may have licensing separate from the orthophotography product. A comprehensive overview of licensing models and costs, including applicable licensing for integrations listed in the vendor worksheet, is required.
This RFP requests data collection after snow melt but before full leaf set in the early spring of 2022. The bid is being announced at the earliest possible time, due to budget constraints. It is the intent of Weld County to efficiently review and award this bid as quickly as possible, to ensure commitments are made in timeframes that are ideal for the selected vendor to schedule flight resources. Vendors are expected to carefully review the proposed timeline in this RFP and ask any clarifying questions as part of their technical question submission.
As possible, Weld County seeks to explore integration options for various products into the following enterprise software systems. Vendors should include comprehensive reviews of integration options, including functionality and licensing, for each of the following products. Additional information can be found in the associated Vendor Response Form, on the integrations tab. Listed products include:
- Harris/CCI Realware & Matix (approximately 100 internal users)
- Central Square Dispatch and CAD (approximately 50 CAD users, 1000 mobile users)
- Accela permitting system (approximately 100 internal users)
- Cartegraph OMS Asset Management System (approximately 100 internal users, including mobile users)
- Cartegraph OMS Asset Management Software (approximately 100 internal users)
- ESRI / Geocortex / ArcGIS Online mapping applications (approximately 100 internal users)
- Active Directory for Employee authentication.
- Emergency Management Software, including WebEOC, Marplot, and Cameo
- Autodesk Civil 3D CAD software
- Active Directory for internal users authentication
Vendors are encouraged to include the following OPTIONS as part of their submission. Any of these options, or other options a vendor wishes to include, should be submitted separately as an attachment or appendix to the RFP Submission. Similarly, pricing associated with any option should be very clearly separated from the pricing of the core response, as an attachment or appendix to the RFP. Potential options that Weld County may consider include, but are not limited to:
- Options to contract multiple flights over multiple years at a discounted rate.
- Options to spread the purchase cost of a single collection across more than one fiscal year. Weld County’s fiscal year corresponds to a calendar year. If data collection is scheduled in 2024 (for example), being able to project those costs and spread payments across fiscal years 2023 and 2024 may assist with County budgeting.
- Options to increase spatial resolution over subsets of areas.
- Options to expand coverage area to include Public Safety Mutual Aid areas (approximately 10 miles beyond the western and southern borders of Weld County).
- Options to include the generation of digital elevation models from the collected imagery products
- Options for change detection for assessment purposes (if a multiple year contract is awarded).
- Options to decrease overall cost by not collecting Oblique Imagery over the full collection area.
- Options to decrease overall cost by slightly decreasing spatial resolution strategically over portions of the collection area, or over the area as a whole.
- Options to decrease overall cost by incorporating similar data recently collected over portions of the coverage area. (NOTE: This RFP seeks to collect imagery in 2022, however, if similar, high quality products are available over rural areas, these could be considered if it reduces the cost of the overall procurement while still meeting the core needs for County Operations).
- Options for the Licensing of oblique imagery, including for use by only County Employees, and separately, for viewing by the public on our website / property information system. Describe completely the licensing model and ALL associated costs, including software, users, initial, and ongoing.
- Options to produce an additional highly compressed georectified product, such as MrSID.
- Options for automated building detection and change detection (if a multi-year contract is selected).
- Options to produce Digital Elevation Models for all or subsets of the collection area, if applicable.
- Options to analyze products, including measuring building dimensions, structure height, and change analysis for repeat collections, and etc.
- Options to generate planimetric products for all or subsets of the collection area, including building footprints, edge of pavement, and other common related delineations.
- Options to generate Digital Elevation Models from all or part of the collection area, including resolution, error, and accuracy of the resulting datasets. Note: LiDAR is not a desired product of this solicitation.
