B2300187 - Weld County Chase Building - 822 7th Avenue Cabling

Weld County is accepting bids from qualified contractors to furnish all labor, equipment, supplies, and material as necessary for the Weld County 822 Facility Cabling Project, as stated in this Invitation to Bid.   Weld County will award the bid to the contractor/vendor with the best offering deemed most advantageous to the County, price/cost being the primary consideration.  The determination of whether the bid is acceptable and meets the minimum requirements of the solicitation is solely within the discretion of the County.


Overview:

Weld County is requesting the cabling at the Weld County Courts Holding facility.  The project includes a total of 609 category 6 cables (Color BLUE) from a data closet to the specific locations in the same building.   Five (5) floors will have low voltage category 6 cable pulls and single mode fiber runs per the below chart.


Seven (7) - 24 strand Corning Single Mode fiber optics using LC connectors utilizing required labelling is to be ran and installed from the main MDF data closet o nhte 1st Floor each of the 7 data closets to be constructed.    All category 6 cables to be pulled will be pulled to location o the same floor as the source data closet.   The main MDF data closet o nhte 1st Floor doen not require additional build out or racks.  All associated patch panels and pathways are to be verified and provided by the contractor.  A total of two (2) 19’ rack, patch panels, ladder rack and all other data closet equipment as specified is required to be installed in each of the sever (7) data closets.  Cable manamgnet will be placed between the two (2) 19” racks.   Patch cables (Color GREEN) at the specified amount in the details section are required prior to signoff.  Specific details will be provided during the mandatory walk-through.   The project is considered an all-inclusive cabling turnkey solution.  Building electrical diagrams will be provided at the mandatory walk-through.
Contractors are to furnish all labor, equipment, supplies, and material as necessary for the copper, fiber, data closet and all other components of the installation project.  The project is to include the installation of specified cabling per the identified materials in the specification sheet.  The installation will use industry standards in addition to requirements listed in this bid.  Access into county facilities will be granted via escort and facility sign in will be required.  All cabling test results, and as-built engineering documents are to be provided in both physical hard copy and electronically 30 days from project completion.  There shall be a warranty for all materials and labor for a period of not less than one full year after the work has been accepted by the County. This in no way limits or reduces the warranty offered by any manufacturer of material or equipment used in maintenance or repairs.
All dry wall and drop ceiling penetrations are to be conducted by the contractor.  Core drills if required will be performed by Weld County.  Surface mounts will be provided and cabling in surface mounts will be pulled, terminated and tested by the contractor.  J boxes, Arlington loops, and additional associated materials are to be installed by the contractor.  Jack termination labelling per Weld County requirements are to be completed and test results provided prior to signoff.  All modular RJ’s to fully populate a patch panel must be supplied, meaning if a jack is not punched down, the patch panel should not be left empty, and a RJ should be placed in all slots.
Weld County’s requested start and full completion dates of the project are as specified; Start:  Nov 1, 2023  Completion:  Dec 31, 2023.   If these dates are not obtainable, provide your alternate timeline below.  This will be evaluated during the award process.  If below dates are left blank, Weld County’s proposed dated will be adopted.

Copper Cable and Pathway Requirements:    (QTY 629 cables requested)
 

• Modular patch panels itemized in specification section for all cables are required.
• CommScope 7504 Cat 6 Blue Cable
• All terminations must be tested to 250 MHZ and test sheets must be bound and given to technical services for future reference.
• All test documentation shall be delivered in hard and soft copy.   Test documentation will include build out floor plan and cable test results.
• All testing must be done with company owned equipment and Corning certified for fiber.
• Copper cable locations and other requirements will be handed out at the mandatory pre-bid meeting.
• All cable runs will be home run from the distribution frame to each work area.
• Bridge taps and splices are not permitted as part of the horizontal cabling.
• Grounded cabling is not required .90 Meter maximum horizontal cable length.
• Provide neat cable management in the computer room.
• Commscope High Density Modular Patch Panels P/N 1375292 (2U-48) will be utilized for Data Closet Terminations
• Commscope SL110 Series Modular Jack to be utilize in conjunction with the Patch Panel for Data Closet Termination.    All patch panel Jacks must be left populated even if a cable is not terminated.  All ports in all installed patch panels must have a modular jack installed.
• All patch panels and cables must be labelled.
• All cables must be pulled to their final location.  If conduits or cut outs are not supplied, or furniture mounting is required, the completion of the cable pull must be completed as requested.
• Provide support for cabling throughout the facility via J-hooks/Arlington loops or other similar means.
• Assure a ANNSI code and other code requirements are met.
• Assure all pathways are properly sleeved.
• Pathways and/core drills may be required and should be included as part of the requirements of the project.

• Seven (7)  - 24 Strand Single Mode fiber route as specified is required
• All fiber optics strands are to be terminated into the Data Closets utilizing the fiber enclosures, bulkheads and LC connectors specified.  This is a turnkey solution. All necessary materials and labor will be provided by the contractor company.
• Install, splice, terminate, and test Single Mode Coring fiber on both ends of each fiber run as specified.
• As-builds, in both hard and soft copy, to be provided 30 days after completion.
• Fiber test results, in both hard and soft copy, to be provided 30 days after completion.
• All equipment used for testing must be certified and calibrated within the previous 365 days.
• In order to maintain the optical fiber’s performance, the following installation practices shall be followed:
  • All fiber must be Corning Fiber and all terminations will be LC connections.
  • Do not exceed the recommended pulling tension.
  • Do not exceed the recommended minimum bend radius.

• • A slack loop of 25’ shall be left in each Data Closet.
• Any parts, components, subassemblies, or materials not specified, but necessary for a complete and functioning system, must be furnished as part of the finished product.  No additional allowances will be made for items omitted from the specifications.

• Provide Two (2) 19” racks and associated cable management and ladder rack as specified per data closet for a total of 14  racks.
• Verticle cable management
• Provide ladder rack and associated equipment.  
• Provide appropriate and required equipment for cable bend radius when water falling into the rack.
• Provide fire caulking in all required locations.
• Provide appropriate support.

• Projects Specifications including building footage and a cabling and data closet visual walkthrough will be reviewed at the mandatory pre-bid.   The Contractor is required and responsible for all measurements of all cables and other materials.   The walk-through will provide guidelines.
• All installation activities to include cabling can be completed during normal business hours.  Normal business hours are Monday through Friday from 7 AM until 5:00 PM.
