Summary of Specifications:
The Bay County Board of County Commissioners (County) seeks proposals from the Design/Build teams for the design and construction of a project to add bike lanes on both sides of CR 2327 (Transmitter Road), from SR 22 (E 3rd Street) to SR 30A (US 98) (E 15th Street) in Bay County. The work shall be done in accordance with the Design Criteria Package shown as Attachment 8.
The Design/Build Team may be contractor led, to include contractors who do the design in house, design firm led, or a joint venture as long as it is established and registered in accordance with Florida Statutes. If used, the joint venture documents shall be included with the proposal submittal. The prime construction contractor and design firm may only be on one team. Subcontractors may be on multiple teams.
The project is a Local Agency Program/Federal Aid Project (FPID: 4253-038C, Federal Project: 439104-1-58-01). It is imperative that Proposers examine and become familiar with the Local Agency Program established by the Florida Department of Transportation (FDOT). Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDOT and the Federal Highway Administration. Proposers will comply with the Local Agency/Federal Aid Contract Requirements shown at Attachment 10.
The Design/Build team shall comply with the approved NEPA documents. The Design/Build team shall coordinate with the FDOT District 3 Environmental Management Office to obtain all the approved NEPA documents to include the most recent changes to the documents. The NEPA document for this project current as of the date of advertisement of this RFP is shown at Attachment 9. If the project limits or scope of work changes, the locals/contract should coordinate with Joy Swanson Pleas, FDOT Environmental Management Office, before the project advances to construction. This is to ensure compliance with the NEPA process and that no adverse impacts will occur as a result of this project. This project contains Panama City Crayfish (PCC) habitat. Efforts should be made to avoid adverse impacts to PCC habitat and additional coordination with FWC will occur during the design phase of this project.
