FOR ESTABLISHING A GUARANTEED ENERGY SAVINGS PERFORMANCE-BASED CONTRACT
Request for Proposals (RFP) No. 06-07/08
Scope of Services
Pursuant to Florida Statute 489.145, the City may enter into a guaranteed Energy Savings Performance Contract (ESPC) with a state-licensed Energy Services Company (ESCo) to significantly reduce energy and/or operating energy and utility costs of a City facility through one or more energy conservation measures. A state-licensed ESCo must be selected in compliance with Section 287.055, Florida Statutes, known as the Consultants’ Competitive Negotiation Act (CCNA). The state-licensed ESCo will provide, and not be limited to, a detailed energy audit assessing all City properties and alternative sources; a listing of energy conservation measures addressing the detailed energy audit findings in addition to their implementation feasibility; guarantees of scheduled costs and savings to the City; a financing program to fund the proposed conservation measures and to maximize the City’s potential energy savings; and identify and quantify all available rebates and incentive programs offered by area utilities. Upon completing these tasks, the City would then review the ESCo’s report without future financial commitment and recommend steps for further implementation. The services detailed are to be performed for the city on a contractual basis for five (5) years with five (5) additional one (1) year renewal options.

Any response received after 3:00 PM on December 7, 2007, will be returned to the Proposer unopened. The responsibility for submitting Proposals before the stated time and date is solely the responsibility of the Proposer.
The City will not be responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence.
A Pre-Proposal Submission Meeting is scheduled for November 20, 2007, at 1:00 p.m. at the following address: City of Miami Beach City Hall – Fourth Floor 1700 Convention Center Drive City Manager’s Large Conference Room Miami Beach, Florida 33139
The City of Miami Beach is using RFP Depot, a central notification system which provides bid notification services to interested vendors. RFP Depot allows for vendors to register online and receive notification of new bids, amendments and awards. Attendance (in person or via telephone) to this Pre-Proposal submission meeting is encouraged and recommended as a source of information, but is not mandatory. Proposers interested in participating in the pre-Proposal submission meeting via telephone must follow these steps:
