Invitation to Bid No. 07-07/08
Sealed bids will be received by the City of Miami Beach Procurement Director, 3rd Floor, 1700 Convention Center Drive, Miami Beach, Florida 33139, until 3:00 p.m. on December 5, 2007 for: LONG DISTANCE SERVICES
At time, date, and place above, bids will be publicly opened. Any bids or proposals received after time and date specified will be returned to the bidder unopened. The responsibility for submitting a bid/proposal before the stated time and date is solely and strictly the responsibility of the bidder/proposer. The City is not responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence. Purpose: The purpose of this bid is to form a comprehensive business relationship with a telecommunications provider who can provide significant improvements in the cost, performance, extent of service and reliability of long distance services the City requires.
Any contract entered into by the City and the telecommunications provider will be in effect for three (3) year, with the option of renewing the contract for no more that three (3) additional periods of one (1) year.
Minimum Requirements: Prospective Bidders must who wish to submit a bid for long distance services shall be doing business as an Interexchange Carrier (IXC). The Contractor shall not be doing business as a Long Distance aggregator, broker or reseller.
A Pre-bid conference will be held on November 5, 2007 at 10:00 a.m. in the City Manager’s Large Conference Room, 4th Floor, City Hall, and 1700 Convention Center Drive, Miami Beach, Florida 33139. Attendance (in person or via telephone) to this Pre-bid meeting is encouraged and recommended as a source of information, but is not mandatory. Bidders interested in participating in the pre-bid submission meeting via telephone must follow these steps:

The City of Miami Beach is using RFP Depot, a central bid notification system which provides bid notification services to interested vendors. The Bid title/number shall be referenced on all correspondence. All questions must be received no later than ten (10) calendar days prior to the scheduled Bid opening date. All responses to questions/clarifications will be sent to all prospective bidders in the form of an addendum.
The City of Miami Beach reserves the right to accept any proposal or bid deemed to be in the best interest of the City of Miami Beach, or waive any informality in any proposal or bid. The City of Miami Beach may reject any and all proposals or bids.
