Invitation to Bid No. 14-06/07
Sealed bids will be received by the City of Miami Beach Procurement Division, 3rd Floor, 1700 Convention Center Drive, Miami Beach, Florida 33139, until 3:00 p.m. on the 26th day of January 2007 for:
MAINTENANCE AND REPAIR OF SEAWALLS FOR THE CITY OF MIAMI BEACH
Purpose: The purpose of these sealed bids is to establish contract(s) to pre-qualified General Contractor (GC) to provide design, permitting and construction services to repair and/or replace, and maintain City-owned seawalls.
Minimum Requirements: All construction work shall be performed by a Florida licensed General Contractor who specializes in seawall construction. The GC shall provide three (3) references were the GC provided seawall construction and repair construction services.
The GC shall also document capabilities or those of their subs, to perform concrete construction, concrete restoration, revetment construction, stormwater and outfall cleaning, mitigation project construction, pile driving, demolition of existing structures, site restoration, and landscaping. Larger projects in scope and size are also acceptable. The GC shall have the ability to manage multiple projects simultaneously and have sufficient staff to perform the work without delay. The GC shall provide resumes of key personnel and a list of equipment available for this work.
The GC shall obtain regulatory approvals from Florida Department of Environmental Protection (FDEP), US Army Corps of Engineers, and Miami Dade County DERM. The GC shall provide, through its own staff or by sub-consultant, a benthic resource survey, if required by DERM. The GC shall also obtain a City of Miami Beach Building Department and Public Works approval of final plans and specifications. The GC shall obtain a right-of-way permit from the Public Works Department.
The City’s Procurement Division has a Seawall Inspection Report dated October 23, 2003 which was prepared by Coastal Planning and Engineering, Inc. This report is available for viewing by any prospective bidder. Please contact the City’s Procurement Division at 305-673-7490 to schedule an appointment to review the report.
Pre-Bid and Site Visits: A Pre-Bid Conference is scheduled for 10:00 a.m. on January 18, 2007 at the following address: City of Miami Beach, City Hall – City Manager’s Large Conference Room, 1700 Convention Center Drive, Miami Beach, Florida. Prospective bidders are encouraged to visit the seawalls identified on the Bid Proposal Pages (Pages 42 – 46) as soon as possible, with the understanding that any/all questions relative to the Scope of Work shall be submitted in writing to the Procurement Director within ten (10) calendar days from the above scheduled bid opening dates.
Attendance (in person or via telephone) to this Pre-Bid submission meeting is encouraged and recommended as a source of information but not mandatory. Bidders interested in participating in the Pre-Bid submission meeting via telephone must follow these steps:

The City of Miami Beach has contracted with BidNet and is utilizing a central bid notification system created exclusively for state and local agencies located in South Florida. This South Florida Purchasing system allows for vendors to register online and receive notification of new bids, amendments and awards. Bid Guaranty: A Bid Guaranty is not required; however the successful GC(s) shall provide a Performance and Payment Bonds of $1,000,000 annually. Performance and Payment Bonds shall be renewed on an annual basis. If the City requests construction related services beyond the $1,000,000 annual capacity, the City will request additional Performance and Payment Bond to cover the excess construction work. These contracts shall be for a five-year period with option to renew for additional years. GC(s) shall provide a one year warrantee of the work, and the GC(s) shall provide As-built drawings to the City for final acceptance prior to issuance of final payment.
At time, date, and place above, bids will be publicly opened. Any bids or proposals received after time and date specified will be returned to the bidder unopened. The responsibility for submitting a bid/proposal before the stated time and date is solely and strictly the responsibility of the bidder/proposer. The City is not responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence.

The Bid title/number shall be referenced on all correspondence. All questions must be received no later than ten (10) calendar days prior to the scheduled Bid opening date. All responses to questions/clarifications will be sent to all prospective bidders in the form of an addendum.
The City of Miami Beach reserves the right to accept any proposal deemed to be in the best interest of the City of Miami Beach, or waive any informality in any proposal. The City of Miami Beach may also reject any and all proposals.
