REQUEST FOR QUALIFICATIONS FOR
PHASE I – MASTER PLAN/BASIS OF DESIGN REPORT (BODR) AND PHASE II DESIGN SERVICES FOR A PROPOSED SIXTEENTH STREET OPERATIONAL IMPROVEMENTS AND ENHANCEMENT PROJECT
The purpose of issuing this Request for Qualifications is to obtain qualifications from professional planning and engineering firms to provide Phase I – Master Planning (BODR) Services, and Phase II – Design Services for a proposed 16th Street Operational Improvements and Enhancements project. The Master Plan and design will include the following project elements: surveys, tests, data collection, pedestrian and traffic counts, road characteristics inventory (RCI), and analysis needed to prepare recommendations, conceptual design, preliminary cost estimates and timelines for the improvements and enhancements being proposed for the corridor, among them:
• Operation and safety improvement to the corridor, intersections and signalization. • Drainage, milling, resurfacing or reconstruction of the right-of-way, as appropriate, plus sidewalk and curb/gutter improvements. • Feasibility of including a bicycle lane as the neighborhood’s east-west connector to the Atlantic Greenway Trail (coastal bikeway system). • Corridor enhancements such as traffic calming, bulb-outs, pedestrian crosswalks, shade landscaping.
Phase II – Design Services will be negotiated separately upon completion of the Master Planning Services (BODR).
Sealed qualifications will be received at 3:00 PM on September 28, 2004 at the following address:

A Pre-RFQ Submission Conference is scheduled for September 13, 2004, 2004 at 10:00 a.m. at the following address: City of Miami Beach, City Hall, Fourth Floor City Manager’s Large Conference Room, 1700 Convention Center Drive, Miami Beach, Florida.
The City of Miami Beach has contracted with BidNet and has begun utilizing a new central bid notification system created exclusively for state and local agencies located in South Florida. Created in conjunction with BidNet(r), this new South Florida Purchasing system has replaced the DemandStar system and allow vendors to register online and receive notification of new bids, amendments and awards.
