REQUEST FOR QUALIFICATIONS FOR A PLANNING/IMPACT FEE CONSULTANT TO HELP FURTHER EXPLORE THE POTENTIAL FOR AN IMPACT ANALYSIS AND MITIGATION DEVELOPMENT SYSTEM. Request for Qualifications (RFQ) No. 05-05/06
Scope of Services This Request for Qualifications (RFQ) seeks responses from planning/impact fee consultant firms with strong professional qualifications in impact analysis and mitigation development review system analyses. The Consultant would be required to study development impacts of projects over a certain threshold of intensity within the City. The study would produce data and analysis which will serve as a legal and planning basis to develop a “system” for the review of new proposed developments.
The ultimate outcome of this RFQ would be the modification of the Land Development Code and Comprehensive Plan Ordinances in order to incorporate the System.
Sealed qualifications will be received until 3:00 PM on January 6, 2006, at the following address:

Any response received after 3:00 PM on January 6, 2006 will be returned to the consultant unopened. The responsibility for submitting qualifications before the stated time and date is solely the responsibility of the consultant.
The City will not be responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence.
A Pre-RFQ Submission Meeting is scheduled for December 15, 2005 at 10:00 a.m. at the following address:
