1. On an annual basis, within 45 days of its receipt of the annual audit of the system:
A. Conduct a survey of the system with respect to the management of the properties.
B. Prepare and submit a report outlining the findings of the survey which should include the maintenance of the properties, sufficiency of the rates and charges for services and the necessity for capital improvements and recommendations. The report shall also show any failure of the issuer to perform or comply with the bond issue covenants.
2. Be available to City staff to provide counsel in connection with the operation of the gas system. Examples may include but are not limited to valuation of proposed system acquisitions, review of pertinent aspects of large industrial or governmental requests for qualifications and/or contracts, cost-benefit analysis of proposed system modifications, presentations of findings to elected officials, and other related work.
3. Assist Pensacola Energy with the Annual Green House Gas (GHG) emissions reporting requirements to the Environmental Protection Agency (EPA) by developing the submittals based on information provided by Pensacola Energy from the Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Energy Information Administration (EIA) reporting data. In addition, provide timely and appropriate responses to any EPA follow up inquiries.
