Summary of Specifications:
In selecting a Construction Manager at Risk (CMR), the City will place emphasis on the experience of the Firm and its assigned personnel in providing services on projects of similar magnitude and complexity. Emphasis will be placed on local Firms with confirmed experience in the construction and installation of wastewater pressure mains over 12-inch in diameter in an highly urbanized environment, having the depth, knowledge, and resources in principles of general contracting, scheduling, contract coordination and compliance, budget control, familiarity with Local, City, County, State, and Federal laws, regulations, ordinances, and codes. Background: Due to numerous and recent main failures within a 1.3-mile stretch of US 41, the 40 plus year old 12 and 14 inch asbestos cement (AC) potable water main needed to be replaced from Boyce Street to Alderman Street. The City engaged Atkins to provide professional engineering services to design this proposed project. The Basis of Design Report identified East Street as the primary relocation corridor. Subsequently, the existing water mains of various sizes within East Street and the adjacent roadways between US 41 and East Street were identified as needing to be replaced for several reasons, i.e., AC pipes that was installed circa the 1950’s and 1960’s, maintenance issues, undersized mains, etc. Construction within the vicinity of these mains could potentially damage these fragile aged mains. As such, the replacement and upgrade of the subject mains with PVC, DIP, and HDPE materials is essential.
