RFP 2023-17 - Management Audit

The purpose of this Request for Proposals is to retain the services of a qualified management consulting firm to conduct a management audit of the Emerald Coast Utilities Authority (ECUA). The ECUA is an independent special district unit of local government which provides utility services to customers in unincorporated Escambia County, the City of Pensacola, and contiguous areas. The ECUA is governed by an elected five-member Board and has approximately 630 employees. Utility services provided by ECUA include water, wastewater, and sanitation collection. ECUA is conducting this management audit to meet specific requirements in its enabling legislation.
