Summary of Specifications:
The School Board of Escambia County Florida is soliciting the services of qualified firms of certified public accountants to audit its financial statements for the fiscal year ending June 30, 2006 with a renewal option to audit the Board’s financial statements for an additional three (3) years of the next five (5) fiscal years. These audits are to be performed in accordance with the provisions contained in this request for proposal.
The District and its governing board were created pursuant to Section 4, Article IX of the Constitution of the State of Florida. The District is an independent taxing and reporting entity managed, controlled, operated, administered, and supervised by District school officials in accordance with §1001, Florida Statutes. The Board consists of five elected officials responsible for the adoption of policies, which govern the operation of District public schools. The Superintendent of Schools is responsible for the administration and management of the schools within the applicable parameters of state laws, State Board of Education Rules, and School Board policies. The Superintendent is also specifically delegated the responsibility of maintaining a uniform system of records and accounts in the District by §1010.01 Florida Statutes as prescribed by the State Board of Education.
The District is coterminous with Escambia County. The annual budget for the District for FY2005-06 totals $538 million, including a general operating budget of $310 million and a capital budget of $100 million. The District operates 62 schools, including 35 elementary schools, 12 middle schools, 8 high schools and 7 specialized schools/centers. The total full time enrollment of public school students is approximately 42,000.
