Summary of Specifications:
The School Board of Escambia County, Florida takes this opportunity to announce it is seeking information concerning potential qualified companies to provide the software that will enable the District to facilitate billing and collection of Health, Life and Dental, and other voluntary insurance products available to Retirees, Leave of Absence participants and COBRA participants.
Escambia County School District is self insured for both our health and dental plans. We offer eligible employees life insurance through a group life insurance plan. Employees may elect to continue District health, dental and life plans at retirement. We also offer other voluntary insurance products such as long term care, cancer care, long term disability and short term disability to active employees. District employees also have the opportunity to participate in post or pre-tax deductions, as well as Flexible Spending Accounts for health care and dependent care under the provisions of our Section 125 Cafeteria Plan.
There are currently 1,064 retiree, COBRA, and Leave of Absence (LOA) participants in our self funded health plan. There are 3 different plans, with varied premium levels.
Our life insurance plan includes 1,999 retirees and/or LOA participants who may be eligible to maintain basic life, additional life, dependent life, AD & D coverage at varying levels post retirement or during a leave of absence.
The District Dental program is a two tiered self insured plan with 1,885 retirees, LOA and COBRA participants covered under two different benefit levels.
Utilizing software the District needs to be able to:
• Manage accounts, including updating files based on billing changes, update status changes • Send bills to participants, including delinquency notices and cancellation notices, create billing and payment histories (aging) • Handle premium collection activities from participants. We also need to be able to collect premiums via electronic funds transfer and a participant file uploaded from the Florida Division of Retirement. Premiums received from the Division of Retirement need to be electronically posted to individual accounts. • Perform reconciliation of accounts, remit premiums collected to vendors
The School District of Escambia County, Florida may use responses to this RFI to decide whether direct negotiation to contract or a more formal Request for Proposals would be the appropriate means of procurement. Companies are encouraged to give complete qualifications for completing the description of service required and a tentative priced proposal to be used as a basis of negotiations if deemed appropriate.
