Summary of Specifications:
The purpose of this Request for Qualifications is to provide interested firms with guidelines and information to enhance their submission of RFQs on the project entitled “ARCHITECTURAL & ENGINEERING SERVICES FOR NORTHWEST FLORIDA REGIONAL AIRPORT BAGGAGE HANDLING SYSTEM”.
Okaloosa County plans to retain professional architect/engineer (A/E) services to administer and inspect third-party construction of the Northwest Florida Regional Airport Baggage Handling system.
The scope of professional services includes, but is not limited to, the following:
1. Administration of construction contract with selected general contractor to include weekly progress meetings, quarterly reports, site visits, review of submittals, review of contractor pay applications, clarification of construction documents, preparation of change orders, and other administrative items as needed.
2. Coordination with regulatory agencies.
3. Full-time inspection of the construction work to include the coordination of material acceptance testing, verification of completed quantities, and reviews of construction schedule.
4. As-built surveying.
5. Services to be performed relating to the Transportation Security Administration (TSA) Recapitalization Project at Northwest Florida Regional Airport by the consultant include bid phase support, all professional Construction Administration (CA) services, project site manager resident inspection service for baggage handling system (BHS), project management support, coordination with VPS and TSA staff associated with improvements to the BHS and VPS. The consultant shall possess experience with BHS design, installation, integration, TSA testing for the BHS in-line screening system and terminal building modifications necessary to complete a project of this type. The project is a fast paced project requiring a firm understanding of the project phase and site requirements.
6. Statements of Qualifications shall be limited to 25-single sided pages and MUST be submitted in the format described below:
a. A Letter of Interest, including information of the firm’s office that will be the lead office for this Agreement. b. Organizational chart and description of key personnel and their assigned roles, as well as their past experience with similar projects, i. The firm or team of firms should provide information on their understanding of the project and the project requirements. ii. Knowledge of the Northwest Florida Regional Airport and VPS Terminal Building. c. Provide information that demonstrates the understanding of the project and ability to provide the requested service. d. Provide a similar listing of completed projects and engagements at the other small hub airports with a description of the work performed by the consultant representative of the type of work and services proposed under this Request for Qualifications. Include experience relative to the specified scope of services contained in these guidelines at the airports within the last five (5) years. The list should include only projects that had significant input from individuals who will be assigned to work on County projects. e. List three (3) references representative of related past experience to include, as a minimum, a contact person, company name, phone number, and a brief description of the project or engagement.
