Summary of Specifications:
Okaloosa County proposes to construct an artificial reef (patch reef) within permitted artificial reef area Fish Haven #13. A single patch reef shall be constructed at the southeast corner of the permitted reef area utilizing the entire FWC Grant #15097 budget of $60,000. All work must be completed prior to August 21, 2016. However, the contractor may apply for a time extension up to 10 days following the conditions outlined in the Technical Specifications which are made a part of the RFP. The Construction Drawings show the proposed overall reef area and patch reef site location. A minimum of forty (40) engineered prefabricated artificial reef units (i.e. modules) shall be placed within the 200’ x 200’ patch reef site. The total number and configuration of prefabricated units will be based on the winning proposal. The winning proposal shall provide the best project value, as determined by the proposal evaluation criteria. Preference shall be given to proposals that include combinations of module types, the greatest number of units proposed, and for enhanced placement methods (i.e., capability of placing units at precise locations with increased stability on the bottom). The prefabricated materials used to construct the patch reef shall consist of concrete and steel that follow the minimum requirements detailed in the Contract Documents. The project requires manufacturing the proposed reef units, transporting the proposed units to a waterside loading area, transferring the units to an appropriate offshore conveyance (e.g. barge), offshore transport, and deployment within the specified artificial reef site in accordance with the contract documents (Construction Drawings and Technical Specifications).
