Summary of Specifications:
The Tourist Development Council and the Emerald Coast Convention Center are interested in entering into a continuing contract for professional services with a Construction Management firm to provide Construction Management Consulting services under the direction of the Department Executive Director and the ECCC General Manager during the construction of up to five (5) construction projects at the ECCC. Work to be accomplished under this contract will include, but not be limited to, managing the construction of a.) one concrete based hard surfaced outdoor event site of approximately 30,000 square feet, inclusive of electrical, water, gas and all other necessary utility needs for event operation as deemed necessary by the ECCC. b.) A covered entrance drop off and walkway Porte-Cochere on the East (Main Entrance) the South entrance and possibly the North exit / entrance to tie into outdoor event area of the ECCC. c.) Elevator project on the north end of the ECCC. d.) Surface reconstitution / sealing and painting of the damaged outside areas of the ECCC. e.) Loading dock reconfiguring project to provide for additional flexibility for clients and vendors during show load in and load out. The selected firm will be responsible for working in cooperation with the ECCC General Manager and the Operations Manager, County Officials, and the County’s consulting Engineering firm, Architects and Engineers, to inspect and administer the construction of one (1) to five (5) ECCC projects. The construction management services will also include management and scheduling of these projects, as well as inspection and special inspection services as needed. The firm will advise the County on the most effective way to implement the overall program in terms of time and cost control, value engineering, inspection, quality control program and safety.
The selected firm, in coordination with County staff, will be responsible for constructability review, proposing and establishment of construction schedules. The selected firm will prepare monthly cash draw projections, monitor monthly construction-related expenditures and provide coordination between active construction projects in the same or adjacent areas. The selected firm will assist with the overall coordination of the County’s projects with Okaloosa County, Gulf Power, all service providers inclusive of telephone, communications and all other related services or utility companies, the County’s Public Works, Construction Services and Information Technology Services Departments.
