Summary of Specifications:
The Okaloosa County Board of County Commissioners (County), under the provisions of Section 287.055, Florida Statutes, and Board policy, request qualifications from professional firms to provide engineering and/or design-build services for the management, development, and implementation of improvements and expansions of Okaloosa County Water & Sewer Department’s (OCWS) potential water and wastewater systems on Eglin Air Force Base, FL.
BACKGROUND INFORMATION - The Okaloosa County Water & Sewer Department anticipates it will prepare a proposal to the United States Defense Logistics Agency (DLA) to own, operate and manage the water and wastewater utility infrastructure located on Eglin Air Force Base (EAFB). Based on currently available information, OCWS anticipates that the DLA will solicit proposals from interested parties related to this matter at some time in the 2011 calendar year. The County is thus requesting an SOQ from qualified respondents capable of entering into a public-private partnership agreement to provide program management and professional engineering services for the County's potential partnership with EAFB. The purpose of this partnership with OCWS is to manage, engineer and construct improvements and expansions located on the EAFB related to potable water supply, potable water distribution, and wastewater collection. The objective is to provide low-cost, high-quality, and reliable services; to manage and operate the systems in compliance, improve maintenance, consider innovations to lower the capital and operating costs of any and all aspects of operations.
