RFQ-PS-64-16 - Radio System Analysis

Summary of Specifications:
SCOPE OF SERVICES 

Okaloosa County Department of Public Safety is seeking a vendor neutral public safety radio system design and engineering firm to provide consulting services for: 

Comprehensive analysis and operational roadmap of Okaloosa County’s Public Safety Communications System Network. 

Develop solutions to implement a Countywide Simulcast VHF P25 radio system. 

Phase 1 – System Analysis and Requirements 

• Review of existing system documentation • Interviews with stakeholders • Interviews with dispatch personnel • Interviews with County technical personnel • Coverage (propagation) modeling • Survey of radio sites • Survey of dispatch facilities • Review of subscriber radio inventory • Review of FCC licenses • Review of equipment end-of-life considerations 

Deliverables: 1. Identification of system requirements 2. Presentation of findings 3. Propagation modeling 

Phase 2 – Analysis of System Options and Recommendations 

• Analysis of system coverage requirements • Analysis of system capacity requirements • Analysis of system interoperability requirements • Review of system technologies 

Deliverables: 1. Identification of system options to satisfy identified requirements 2. Conceptual system designs 3. Cost estimates 4. Recommendations 5. Master Planning for system funding, procurement, and implementation 6. Presentation of options and recommendations to stakeholders 

Evaluation Criteria 

The evaluation criteria will be utilized to rate each proposal to determine the responsiveness to the requirements of this Request for Qualifications. Using these criteria, Okaloosa County shall review all proposals received to determine those proposers who are fully qualified, responsible and suitable to provide the services set forth by this Request for Qualifications. Submittals will be evaluated on the basis of the following criteria: 

• Demonstrated experience working with a similar mission critical communications and telecommunications projects involving the assessment of these systems and development of technology and operational recommendations as a result of the assessment (20-Points) • Professional qualifications, availability and relevant experience of key personnel working on the project (15-Points) • Full service capabilities and experience in related Public Safety communications disciplines (10-Points) • Experience and familiarity with Okaloosa County public safety dispatch and operations (5-Points) • Experience and familiarity with the interoperability environment of Okaloosa County and the surrounding jurisdictions. (5-Points) • Understanding of the purpose and objectives of the requested services, and the firm’s proposed approach and tasks by Phase (15-Points) • Project management / organization that demonstrate a structure that is coherent and responsive to Okaloosa County needs and the ability to work collaboratively (15-Points) • Quality of the content of the proposer’s submittal and the proposer’s responsiveness to the request for qualifications (10-Points) • The sufficiency of financial resources and ability of the proposer to perform the contract or provide the services (5-Points) 

TERM OF CONTRACT 

The term of this contract will be for three (3) years with the option to renew for two (2) one year periods upon mutual agreement in writing.
