RFP-Impact Fees - Technical Feasibility Study & Implementation of Impact Fees Prog

Summary of Specifications:
PURPOSE 

The Okaloosa County Board of Commissioners of Okaloosa County, Florida is seeking proposals to retain the services of a firm(s) to assist Okaloosa County in the implementation of an impact fee program in the following areas: 

ƒæ Transportation System ¡V Streets, roads, bridges and bicycle/pedestrian systems ƒæ Utilities ¡V (Water and Wastewater) ƒæ Stormwater Drainage System ¡V Structural improvements and/or additions, detention and retention facilities and collection and conveyance systems. ƒæ Parks and Recreation Facilities ƒæ Public Safety Facilities (EMS Facilities, Corrections Facilities & Law Enforcement) ƒæ Other facilities and services as recommended 

The proposer should submit proposals with the cost of each major phase of the project and each area above being listed separately. The Okaloosa County Commissioners may select offers based on the proposed work to be completed on all phases and/or areas together or individually. The firm(s) selected will have the responsibility for preparation of the technical feasibility study and a financial analysis and documentation necessary to implement the impact fees. 

The objective is to review recommendations of the technical feasibility study within 12 months and determine the need and cost of an impact fee program for Okaloosa County.
