Summary of Specifications:
Okaloosa Gas District, following the provisions and guidance of Section 287.055, Florida Statutes, Consultants’ Competitive Negotiation Act, requests qualifications from professional engineering firms for engineering service support for Gas-Fired Heat Pump (GFHP) HVAC technology projects within Okaloosa Gas District and local government members of the Gulf Coast Purchasing Cooperative (GCPC). The resulting agreement will also have a “piggy back” clause for consideration by local governments in Florida. Mandatory proven experience with NextAire™ gas-fired heat pump technology and Daikin™ variable refrigerant flow (VRF) HVAC systems is required. It is expected that the consultants’ contract will consist of fixed hourly costs for all positions required to provide professional engineering services for public infrastructure construction or improvement projects using NextAire™ Gas-Fired Heat Pump technology and associated Daikin™ variable refrigerant flow technology. The scope of engineering services may include but may not be limited to: engineering studies; surveys; engineering design; preparation of plans, specifications and contract documents; preparation of cost estimates; obtaining necessary federal, state and local governmental agency permits (fees to be provided by District); construction inspections; construction management; contract administration; project completion certifications and as-builts as may be required; presentations to the local governance and the general public; Services of the consultant shall be under the general direction of a designated District Official initiating the work or his or her designee, who shall act as the District’s representative during the performance of the scope of services. Members of the Gulf Coast Purchasing Cooperative or local governments using this contract will designate their representative to give general direction to the consultant.
