1. The Santa Rosa County School District is seeking products and services to enhance our core instruction of Math,
Science, Social Studies, English Language Arts (ELA) and Writing, and should be adaptable for instructional
interventions across K-12 education levels. There are three (3) tiers in which instruction is provided to Santa Rosa
County Students. Those tiers are defined as:
1.1. Tier 1: Adopted Core Curriculum and Enhancements – products and services used with 100% of students as an
enhancement to instruction that can be used to support formative assessment.
1.2. Tier 2: Immediate Intervention– planned targeted instruction to address identified deficiencies.
1.3. Tier 3: Immediate Intensive Intervention – intensive targeted instruction to address identified deficiencies not
resolved through Tier 2 instruction.
2. Tier 2 and Tier 3 products and services offered must be research – or evidence-based
3. Required Functions
3.1. Online Subscription Service, Online Resource or print material that provides student practice/instruction for
identified groups of Math/Science/Social Studies/ELA/Writing standards/skills.
3.2. Online Subscription Service, Online Resource that enables teachers to print materials that target specific
Math/Science/Social Studies/ELA/Writing standards/skills.
3.3. Online repository for digital Math/Science/Social Studies/ELA/Writing content that can be used to enhance
classroom instruction.
4. Additional Desired Functions
4.1. Diagnostic assessments that pinpoint student Math/Science/Social Studies/ELA/Writing remediation needs and
provide instructional pathways to address identified needs.
4.2. Platforms/structures that enable teachers to tailor assignments to student needs, provide feedback, and track
student/class/grade level progress.
4.3. Benchmark Assessments that provide data points to demonstrate student growth.
4.4. Opportunity to test students’ multiple times to track student growth.
5. Desired Reporting Capabilities
5.1. Reports available for Parent/Teacher Conference.
5.2. Reports are in color, specifying achievement levels and proficiency rating.
5.3. Reports can be generated by district, school, grade level, teacher, and subgroups.
5.4. Reports can be generated in charts, graphs, and other graphic representations.
5.5. Reports can be exported to Excel, Word, or PDF.
5.6. Reports may be custom designed by working with vendor.
6. Adding products or services
6.1.1. After contract award, vendors may request to add replacement and new products by submitting in writing
on company letterhead a request to add products and services to the Purchasing Department. This request
must include:
6.1.1.1. ISBN or Stock or Part Number
6.1.1.2. Product or Service Name
6.1.1.3. License type (i.e., per student, per school, per District)
6.1.1.4. Targeted grade level
6.1.1.5. Unit Price (individual license or bundled pricing)
6.1.2. If the request is approved, the Purchasing Department will add the products and services to the list of
approved products and services for that vendor.
7. Documents Required
7.1. The following is a list of required documents to be submitted with your proposal. Your proposal and documents
must be submitted through the BidNet Direct portal.
7.1.1. Proposal Form
7.1.2. Drug Free Workplace Form.
7.1.3. Public Entity Crimes Form.
7.1.4. Certification Regarding Lobbying Form.
7.1.5. Disclosure of Lobbying Activities, if applicable
7.1.6. Conflict of Interest Certification Form.
7.1.7. District’s Data Disbursement Confidentiality Disclosure Agreement.
7.1.8. E-Verify Form
7.1.9. Business Proposal including:
7.1.9.1. A company history.
7.1.9.2. References from at least three (3) clients.
7.1.9.3. A brief summary of the service offered.
7.1.9.4. Documentation of research- or evidence-based results.
7.1.9.5. Detailed pricing information including annual per student cost, training/set-up cost, technical support,
and design fees.
7.1.9.6. List of products and services provided in a spreadsheet.
7.1.9.7. Description of the company process for rostering and single sign-on.
