Service to include:
A. Daily Pickup and delivery of inter-county mail to all locations listed. All locations to be serviced one time each day with exception of locations listed in italics, which shall be serviced twice daily prior to and after all other locations. A few locations only require service once per week. Mail is to be sorted at District sites which have been set up for this function. Following District Calendar, delivery will occur during every School Board work day, but will not occur during traditional holidays (approximately 18 days per year) or School Board non-working days (number of days may vary from year to year) that include: Independence Day, Labor Day, Fall Break/Thanksgiving (2 days), Christmas Break/New Year’s Day (10 days), Spring Break (3 days) and Good Friday. All pickup and deliveries shall be made during normal working hours, 7:00 AM – 4:00 PM (some locations may vary between these hours).

The School District will be adding a new School Board Office in Milton which will include various Departments relocating to this new facility and an additional K-8 School in the Navarre area within the next two years, these updates shall be included in the proposal pricing structure.
Payment for services will be on a monthly basis, at a constant rate per month, payable in the month following when services were rendered.
The approximate volume for a calendar year is:

- Vendor to provide all vehicles, labor, equipment and supplies.
- Mail generally to consist of booklets, catalogs, letters, menus, forms, checks, unsecured test packets,
and paperwork.On occasion small boxes and equipment, (printers, etc), may be included.
Courier to deliver all mail, including boxes up to 50 lbs.
- There shall be one pickup/delivery point at each location. (Checks signed for at delivery points)
- Couriers to carry cell phones or pagers. Numbers are to be provided to specific School Board personnel to allow emergency contact during delivery route time.
- Each courier shall be covered by a Fidelity Bond of $25,000 or more.
- When on School Board property, couriers are to wear picture identification badges at all times.
- Courier Personnel are expected to abide by School Board policy 2.45, Drug-Free Workplace Act of 1999, Tobacco-Free School District and School Board Dress Code.
- Winning company (personnel) must meet Jessica Lunsford Act specifications before the beginning of the contract.
- The Santa Rosa County School District reserves the right to refuse to accept services from any personnel deemed by the Santa Rosa County School District to be unqualified, disorderly, or otherwise unable to perform assigned work.
- Personnel shall not engage in any argumentative, idle, unnecessary conversation or contact with School Board employees, students, or visitors.
- The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance and integrity and shall be responsible for taking such disciplinary action with respect to his employees as may be necessary.
