Description

1. Scope of Services

All services must be performed in accordance with applicable Federal, State, and Local regulations.
The anticipated scope of services may include, but is not limited to, the following:

Assist with leaseholder information requests and application data collection
Analyze the benefit-cost ratios to determine eligibility for FEMA mitigation grant programs
Prepare and submit application for grant funding
Prepare responses to additional requests for information post-grant submission
Fully administer all aspects of grants according to the contractual agreements between SRIA and the State of Florida and/or FEMA
Report to SRIA Board and SRIA staff on the grant process
Prepare required reports to the State
Prepare requests for payment from SRIA to property owners or contractors (as determined)
Prepare requests for reimbursement from SRIA to the State
Assist SRIA and leaseholders in evaluating and/or procuring qualified contractors
Conduct and/or participate in informational/educational public meetings, as requested and organized by SRIA
Coordinate and facilitate meetings with leaseholders to outline the project’s scope of work requirements, work closely with the leaseholder throughout the duration of the project and respond to their questions in a timely manner
Prepare grant closeout documents, files, reports, and other required documentation to ensure funding and/or reimbursement of projects
Prepare reconciliation with the State on all grant funds
Make recommendations and provide guidance to SRIA on mitigation opportunities/activities related to State and Federal programs, rules, and regulations
Provide experienced and credentialed staff with in-depth knowledge and subject matter expertise working with Local, State, or Federal Public Assistance and/or Individual Assistance grant programs
Provide technical assistance and advisory services related to mitigation and recovery from Federally Declared Disasters
Develop timelines and implement strategies for maximizing eligible Federal and State reimbursements
Attend meetings with FEMA, Florida Division of Emergency Management, and SRIA personnel
Participate in dispute resolution with Florida Division of Emergency Management and FEMA, including the preparation of time extensions, appeals, and responses to Requests for Information
Participate in any review or audit of awarded mitigation grants and address any questions, findings, or deficiencies noted
Assist with State and/or Federal funding acquisition, reimbursement, and preliminary project investigations
Liaison services with SRIA board members and staff and other local or State government agencies; attendance and presentations at public meetings and SRIA Board meetings
