Description

The Request for Proposal (RFP) is issued by the City of Douglasville ("City"). The purpose of this RFP is to retain a qualified development ("Firm") to serve as master developer to construct a market-rate, mixed-use signature development at the Old Mill Site located at 12171 Veterans Memorial Highway. This signature development should incorporate a mixed-use commercial development at the north side of the property, in addition to single family housing at the south end, in partnership with Habitat for Humanity. The Habitat for Humanity homes will be targeted toward workforce housing, specifically, for public servants (i.e., public safety personnel, educatiors, government employees, etc.).

Additional Bidding Instructions

All Firm's bidding shall provide:

Cover Letter. Describe the Firm’s interest and commitment to provide design services to the City. The letter shall be signed by a person holding majority interest in the Firm.
Project Approach. Describe the Firm’s approach to all aspects of the project. Include design philosophy, understanding of underserved populations, and the vision of the partnership with the City and Habitat for Humanity.
Financial Approach. Describe the Firm’s financial needs for a successful project. Further describe the Firm’s wants and needs from the public-private partnership.
Team Experience. Describe the qualifications and experience of the Firm’s team members expected to be assigned to this project. The description should include experience with similar projects an organizational chart and a description detailing when these teams have worked together within the last five years. Also include the Firm and team member’s current workload and describe the specific amount of time team members will be able to dedicate to the project.
Project Timeline/Schedule. Fee structure presented by the Firm shall include price breakdown for each task and any “add – alternates” with a timeline to complete each separate task and a final project completion date.
References. Provide (3) three references from other governments (name, agency, title, address and phone number) for recent and relevant work.
Insurance. Before the City executes a contract for services, the Firm shall provide a certificate of insurance evidencing the following:
- Commercial General Liability;
- Automobile, bodily injury and property damage liability;
- Professional liability; and
- Builder’s risk
