22-003 - City Hall Usage Review and Assessment

The City is seeking the services of a qualified consulting firm to perform all work necessary to evaluate the effectiveness of the current Sam’s Club facility, parking and overall parcel as a potential City Hall/City Service Center for Stonecrest. This effort will include a space evaluation that will determine potential staffing capacity as well as a determination of how long the space will adequately meet the future space needs of the City. The City’s space needs will factor both a singular administrative component (City Hall) as well as a complete City service portfolio, to include a future Public Works Department (City Service Center). The evaluation will also consider other possible complimentary functions that can be accommodated within Sam’s Club parcel/facility as part of the City Hall operations. Other options and opportunities for a City Hall facility to be eventually owned by the City will be presented for consideration and comparison to the Sam’s Club alternative. Finally, the evaluation will consider possible alternative uses for the Sam’s Club parcel that could be realized if the City were to sell or lease the parcel. Elements of the evaluation include construction costs, revenue projections, maximum staffing capacity, allowable (preferred) alternative uses and other associated data that will allow for a final recommendation to be included regarding best final use for Sam’s Club.
