The payroll services that Altera provides are unique to Board of Health agencies. This company has provided numerous other Board of Health agencies payroll services that assist with the management of human resource functions. Altera has already designed and created various reports that are unique to the Board of Health agencies for reporting purposes to the Georgia Department of Public Health. Some of the unique requirements are:
1. Process Semi-monthly payroll and release of labor
2. Process semi-monthly payments for employee and employer withholdings, benefits and taxes
3. Process labor modifications and payroll accounting adjustments in payroll system.
4. Prepare and submit 941 Taxes and Department of Labor reporting on a quarterly basis
5. Process payroll adjustments and reversals as requested.
6. Prepare and process third party payments such as garnishments (child support, bankruptcy).
7. Pull all payroll generated reports for (ADP, ERS, TRS, GDOR, IRS, GA Breeze, and GDOU). Review and analyze data, rectify discrepancies. Validate to system generated reports. Prepare payment documentation for recording of fringe/tax payments and submit Accounts Payable.
8. Complete monthly and quarterly payroll reconciliation.
9. Ensure payroll registers, deduction registers, benefits register and other payroll documents are stored semi-monthly, quarterly and at year-end.
Altera has the knowledge and relationships with other Board of Health agencies which provides them with unique knowledge and familiarity of the requirements and regulations of GA DPH, GA DOAS and other state agencies for reporting and benefit requirements. The use of any other vendor’s product would result in excessive costs.
If this request is not approved, the impact to the FCBOH would be that FCBOH will not be able to implement the HR module in the ERP system until later in the year, it is imperative that a payroll process system is implemented prior to July 1, 2021.
