23-014 - GPS System & Monitoring Service

The County of Kane is accepting sealed proposals from qualified and experienced Vendor(s) for the provision of Global Positioning Technology to accomplish primary goals that include:

(1) To provide protection to victims of crime and domestic violence,

(2) Monitor offenders released pre-trial as a condition of bond,
 
(3) Monitor offenders released as an alternative sentencing option,

(4) Monitor offenders released by post sentence supervision or probation.

(5) Notification of violations to appropriate individuals to include a human to human phone call.  Between the hours of 3pm and 7am when 911 dispatch is fielding the alerts a phone call may be required in addition to text and email.


The successful vendor must provide monitoring of offenders to insure compliance with conditions of their release.

The vendor is expected to provide the necessary support services and programs for the Kane County Sheriff’s Office.

The vendor is expected to provide the best available technology and must have real-time and interactive capabilities that facilitate the requirements outlined in the requirements sections of this RFP.

Note: The Illinois SAFE-T-Act took effect January 1, 2023. It is difficult to predict what impact the SAFE-T Act, (specifically pretrial reform), may have on the use of GPS monitoring of offenders in Kane County.
