The County of Peoria (County) is requesting proposals from qualified consultants to perform a study and prepare a comprehensive Human Capital Management Strategy. The County is a body politic and a political subdivision of the State of Illinois with both exempt and represented team members in our workforce. Of those that are represented, there are a total of nine (9) different bargaining units. The County budgets for approximately 660 full time positions, but is routinely operating with a 10-12% vacancy rate, much like many employers.

Sealed proposals, one (1) copy with original (wet) signatures, two (2) additional copies and one copy on a flash drive will be accepted by the Peoria County Finance Office/Purchasing Division, 324 Main Street, Room 501, Peoria, Illinois, 61602, until 2:00 p.m. on May 1, 2023. Proposals shall be submitted in a sealed envelope or package with the RFP name and number, due date and time marked on the outside. The vendor's name and return address should also be included on the outside of the envelope.

Do not send responses in a 3-ring binder or bind in any other manner. Binder clips are acceptable.
