Description

The purpose of this Request for Proposals is to enable Montgomery County, Maryland, (the County) to enter into a contract with a highly qualified firm to advise County staff, coordinate a study team, conduct a comprehensive study, and produce a legally-supportable report that examines and analyzes the extent of business discrimination, if any, in the markets in which the County participates and the procurement policies and practices of the County and its prime contractors vis-à-vis minority-owned businesses that provide goods and services, including construction. By law, minority-owned businesses include female, minority, and disabled owners of businesses. See Md. Code Ann., State Fin. & Proc. § 14-301 (2009); Montg. Co. Code § 11B-58 (2004, as amended).
