Montgomery County's Department of Housing and Community Affairs (DHCA) operates the Moderately Priced Dwelling Unit (MPDU) Program (Program) which assists eligible moderate-income individuals and families to become first-time homebuyers. The MPDU Program provides these income-eligible households with affordable housing units in Montgomery County. This Program’s footprint is county-wide with approximately 300 for-sale affordable housing units offered annually.
Applicants of the MPDU Program must fully understand the rules and regulations governing the Program and the responsibility of homeownership to ensure compliance with the spirit and intent of the MPDU Law.
DHCA seeks to fund a non-profit, HUD approved counseling agency, community partner to provide education to interested individuals and families about the rules and requirements of the MPDU Program, the homebuying process in general, and the benefits and obligations that come with owning a home. To do so, the community partner will be expected to lead presentations and counseling sessions and report on such events to DHCA.
These services are intended for potential and actual MPDU homeowners for the purpose of promoting and preserving affordable housing. Specifically, DHCA seeks a non-profit community partner to provide services in 3 primary categories:
(1) Education on the MPDU Program
(2) First Time Home Buyer Education
(3) Counseling and Education on Post Purchase Responsibilities
Offerors should use this Request for Proposals process to evidence its ability to produce positive outcomes for applicants to the MPDU Program. The offeror must demonstrate knowledge of the MPDU Program, strong project management skills, administrative capacity to perform the requested services, a proven track record of successfully providing counseling and education services, and a history of delivering timely, quality, and professional services.
